The issue of memory for Public Administration is fundamental, since it enables the political construction of public action over time. Past, present, and future are articulated to allow planning and intervention to resolve the multiple social issues that affect minority or minoritized groups, as well as portions of the population victimized by inequalities. The demands of social movements presented to the State require Public Administration to take humanized action, capable of recognizing the diversity that shapes society. Such diversity is historically expressed in the life of cities, communities, and in the models of government management that need to be in tune with the guarantee of Rights which, ultimately, is what gives meaning to Public Administration itself.

Environmental and territorial issues are a challenge for contemporary public administration. It requires forms of governance that demand interdisciplinary and intersectoral perspectives connected with a model of public action that recognizes multiple actors and multiple decision-making centers. In contemporary times, there is no longer room for perspectives of governmental action that relegate nature to a secondary plane, since the advance of climate change produces effects not only on different biomes. They affect health, the economy, environmental conservation, and the capacity to exist and live on the planet today and in the future. In this theme, therefore, we are open to the different discussions that permeate administrative, management, organizational, and governance planning aspects, but also the relations between federal entities, between the State, civil society, and social movements, and the planetary forces confronting the consequences of the use of natural resources. The human-society-nature relationship is one of the fundamental aspects of generating an environmental culture that affects anyone in public administration committed to building a more socially just world. Social justice is not possible unless we incorporate environmental justice and rethink the webs of power.

This theme is dedicated to investigations and works focused on governance and governing processes from an interdisciplinary perspective, addressing aspects related to social control, participation, and interaction of the multiple actors involved in public problems that form the governmental agenda. In this sense, public action built from the relationship between the multiple actors of civil society and the State is considered strategic for the modernization of Public Administration itself and the strengthening of citizen participation in addressing social issues.

Brazilian Public Administration faces demands and dilemmas in terms of governance, transparency, accountability, and social participation in decision-making processes. In a complex society, the State increasingly needs to relate to civil society organizations and citizens. This theme will accept papers that address this relationship from the standpoint of Public Administration, dealing with the impacts of practices and experiences and the sociopolitical dynamics established between the actors involved.

Health management encompasses initiatives in both the public and private sectors. This theme considers health policies, as well as initiatives at the organizational level, particularly in the provision of health services and the supply of health products (in the context of the so-called health industrial complex). In this sense, the papers address various management elements applied to the health sector, considered according to different aspects of analysis, such as the economic, social, and technological dimensions.

This theme comprises works based on the dialogue between theory and practice that bring experiences of management and innovation in public policies and service delivery. The focus is on studies that contemplate policy experiences that, for example, influence the lives of citizens; result in the responsible use of resources; incorporate new technologies; represent changes in society in relation to previous practices; and broaden the dialogue between society and Public Administration.

The management of public organizations is the central object of this theme, both from a theoretical and empirical standpoint. This field includes studies on human resources in public organizations, organizational design, and institutional arrangements for the production of services. It also covers works on institutional and governmental capabilities, as well as works on approaches, methods, and cases on strategic planning in public organizations.

This theme welcomes papers on social management and Third Sector organizations, including: management models, civil society organization networks, ethics in the third sector, the role of the third sector in ESG and sustainability policies, as well as in addressing inequalities and prejudices. The relationships between organizations and social development are of interest to the theme, in subjects such as social project evaluation, social or environmental impact businesses, and intersectoral relations (State, private sector, and third sector organizations). Papers that articulate Organizational Studies themes in Third Sector organizations are also encouraged, including people management, diversity, volunteering, negotiation, communication, etc.
